Try Virgin Holidays: although it may not be the cheapest, they allow you to spread out the payments as you like, have a great range of Hotels, have very competitive rates and are very reliable- the last thing you want to worry about is the security of your booking. By the way make sure you search different dates: prices can vary wildly. Good Luck- Vegas is Great!

The best is to book air and hotel separately in order to get the best price. For air I would check expedia or kayak.com and for hotels I recommend http://www.vegas-hotels-online.com – it has the latest Las Vegas hotel promotions available.
